What type of HMO licence do I need to apply for

If you rent a HMO that has 5 or more tenants that share a kitchen or bathroom then you need to apply for a Mandatory HMO Licence.

If you rent a HMO that has 3 or 4 tenants that share a kitchen or bathroom then you need to apply for an Additional HMO Licence.

If you rent a property that is a converted building that contains self-contained flats, and the building works did not comply with the appropriate Building Regulations at the time of the conversion, and a third or more of the flats are rented, then you need to apply for an Additional HMO Licence.

You will need all of the following to complete your application

    • Full address of the HMO
    • Names, addresses, dates of birth and contact details of persons or organisations with an interest in the property, such as freeholders, leaseholders, managing agents, mortgage provider or parties with charges against the property
    • Checked if the proposed licence holder, proposed manager and all the people to be involved in the management of the property are fit and proper persons to hold a licence or manage an HMO
    • Gas Safety Certificate if gas is in the property, dated within 12 months. (If the property does not have a gas supply then proof will need to be provided. Please upload this in the gas certificate document upload)
    • Electrical Installation Condition Report, dated within 5 years.
    • Fire alarm testing certificate (where applicable).
    • Emergency Lighting certificate (where applicable).
    • Electrical equipment testing certificate, formally called PAT certificate (where applicable)
    • A floor plan with room sizes that includes locations of the HMO facilities, including information on bathrooms, WCs and kitchens/cooking facilities
    • Information about the HMO’s structure, fire precautions and management arrangements
    • Information of all interested parties that you will need to notify about your application.
    • Payment card details

If any of these elements are missing or incomplete i.e. blank documents submitted, the application is likely to be considered as incomplete on officer review and rejected. Unfortunately, the property will then remain unlicensed, and the appropriate enforcement action will be taken.
